A Locus is the set of points satisfying a particular condition, often forming a curve
For example, if I wanted to find the loci of points that are 4cm away from the origin, O. I would end up with a circle with a radius of 4cm
So we can define a circle as being the locus of all points which are a fixed distance from a fixed point.
The equation for a circle about the origin of radius r is x^{2} + y^{2} = r^{2}
